LAHORE: Justice Shahid Karim of the Lahore High Court (LHC) on Tuesday dismissed as not maintainable a petition seeking implementation of the National Action Plan (NAP), especially decision of the government to deploy the Pakistan Rangers in Punjab for security reasons. The petitioners had asked the court to order implementation of the NAP in Punjab, as law enforcement agencies had failed to protect the lives of people in the province. The petition had been filed in the wake of the Lahore suicide bombing on Sunday. The petitioners said the Punjab government led by the Pakistan Muslim League-Nawaz did not develop any mechanism to curb terrorist activities in the province. They stated that the incumbent federal and Punjab governments had failed to provide security to the people. They stated that the military establishment and other law enforcement agencies had developed the NAP, which helped curb terrorism in the country. They alleged that the ruling PML-N was reluctant to implement the NAP in letter and spirit because it did not want to lose its vote bank in Punjab.
